Construction starts on loft apartments at Syracuse factory with house on top - syracuse.com

Syracuse, N.Y. -- Construction began Wednesday on a $55.4 million transformation of a Syracuse factory building famous for the house on its roof.

Housing Visions Consultants Inc., a nonprofit housing developer, and ADHV Redev CNY LLC, a joint venture between Syracuse developers Ryan Benz and Steve Case, held a groundbreaking ceremony Wednesday morning for Moyer Carriage Lofts at 1714 N. Salina St.

The team plans to turn the former Moyer carriage and automobile factory into 128 loft apartments, consisting of 90 one-bedroom and 38 two-bedroom units.

Fifty of the apartments will be designated for people with mental illnesses and victims of domestic violence. Six of the units will be fully accessible and adapted for people who have mobility impairments. Three units will be adapted for people who have hearing or vision impairments.

The building will also have 3,670 square feet of commercial space.

Four interconnected buildings will undergo a gut rehabilitation, but exterior architectural details of the buildings will remain intact. Four other structures on the site will be demolished.

Harvey Moyer made carriages and later automobiles at the site from the early 1880s until 1915. Subsequent owners of the complex included Porter-Cable Machine Co. and Penfield Manufacturing Co., a maker of mattresses and bedroom furniture.

The complex has been mostly vacant since Penfield closed in 2006.

The factory’s main building is best known for the house on its roof, visible from Interstate 81 and much of the city’s Northside.

Despite decades of rumors, nobody has ever lived in the house. The structure houses mechanical equipment for the building’s elevator. Nevertheless, Benz said the house is an important part of the building’s historical character and will be restored with new siding, windows and a roof as part of the project.

Construction is expected to be completed in October 2023. Hueber-Breuer Construction Co. is the project’s prime contractor. Carmina Wood Design is the project architect.

All the apartments will be affordable to households earning at or below 60% of the area median income. Housing Visions Consultants Inc., a not-for-profit housing development organization, is a partner in the project.

Residents will have access to on-site support services funded through the Empire State Supportive Housing Initiative and administered by the state Office of Mental Health.

Amenities will include a landscaped private courtyard, laundry room, community room, program offices and off-street parking.

The project is receiving a host of public assistance, including tax-exempt bond financing through the state, federal low-income housing tax credits, federal and state historic preservation tax credits, and state Brownfield Cleanup Program tax credits.

In addition, the state Office of Mental Health is administering more than $1.2 million in annual operating funding for the 50 supportive units.
