Springfield City Council to consider housing at former Gemini factory lot in South End - MassLive.com

SPRIINGFIELD — The City Council is slated to meet Monday night to consider several special permits and zone changes including approval needed for a proposed townhouse project at the former Gemini factory lot in the South End

The meeting, which is being held by remote due to the coronavirus, begins at 7 p.m., and is being aired and videotaped by Focus Springfield Community Television.

Both a special permit and a zone change are being sought for the city-owned former Gemini factory lot on Morris Street, that would change it from a mix of Industrial A and Commercial P (parking), to a Residence C zone that allows multi-family housing.

In June, Mayor Domenic J. Sarno announced he had selected Home City Development Inc. as the planned developer of the site. Home City Development is planning to build 33 townhouses to be sold to first-time owners. The project’s estimated cost is $13.3 million, and the developer will pay $50,000 to the city for the property.

The sale will need future approval from the City Council.

The vacant 2.2-acre Gemini site formerly housed a 100,000-square-foot textile mill owned by Gemini Corp.

In other action, the council is slated to consider the following:

  • Renewed discussion of a special permit for a proposed undertaking business at 43 Sullivan St., in Liberty Heights, for support services to other funeral establishments rather than service to the general public.
  • Renewed discussion of special permit for redesigned drive-up window at a McDonald’s Restaurant 809 Boston Road.
  • A special permit and zone change sought by Caring for Other Health Agency, LLC for a vacant property on the south side of Boston Road, formerly known as 534 Boston Road, to construct a new building for after-school programs. It would change from mixed zoning to Business A.
  • A special permit for new construction of a mixed-use building on on the south side of Belmont Street, formerly 462 Belmont St.,
  • A special permit for expansion of the residential portion of a mixed-use building at 275 Chestnut St.
  • A zone change at 797 Berkshire Ave., from Buiness A to Business B.
