Plans for factory 252-apartment complex along Van Buren Road undergo review in Palmer - lehighvalleylive.com

Palmer Township planners heard two project pitches for the 1400 block of Van Buren Road on Tuesday -- one that could bring more than 250 apartments and a second for a factory development near the road’s rapidly developing intersection along Newlins Mill Road.

Greystone Capital LLC said in October it would consider building a mid-density apartment complex instead of a factory at 1493 Van Buren Road, provided the township agrees to amend its zoning ordinance to permit residential use within the industrially-zoned area.

On Tuesday, the developer, represented by Lou Pektor of Ashley Development Corp., shared draft designs for a six-building, 252-unit apartment complex,. It would be composed of 74 one-bedroom units, 74 one-bedroom units with a den and 104 two-bedroom, two bathroom units that could be priced between $1,800 and $2,500.

Some 500 parking spaces could be planned for the site.

Pektor said some amenities considered in the design included a pickleball court, a community walking path, a dog park, a community room and six private fitness centers.

“We’re trying to appeal to a renter market of young professionals and young, active retirees,” Pektor told the board. He said the buildings’ designs, so far, have been modeled after the Sullivan Parke apartments, located along Lafayette Drive in Easton.

Images shared to the board on Tuesday showed a living room with floor to ceiling windows, wood-laminate flooring, personal balconies and sleek styling.

The board only heard updates on the plans by Greystone Capital on Tuesday. A vote was not required.

If ever approved by the township, residents of the proposed apartment complex could find themselves living adjacent to a small-scale factory proposed at 1496 Van Buren Road, just across the street, the planners said.

Documents state 1496 Van Buren Road is located on the Chrin Stocker property.

The developer is proposing to construct a 43,120-square-foot manufacturing facility consisting of three connected units and seven loading bays. James Milot, a traffic signal operations specialist affiliated with Hanover Engineering, the company managing the project, said he projects the site would be used for “mom and pop shops” that have outgrown their at-home capabilities.

“Maybe they’re expanding and they need a place to assemble,” he said.

The building is being proposed without any potential tenants in mind, he added.

The plans would make use of a 7.6-acre, triangle parcel that abuts Route 33 and partially stands within the Schoeneck Creek floodplain, a spokesperson for the developer said.

Because of the small size of the proposed factory, a traffic study is not technically required by the township, but Milot said a rough assessment based on composite data of potential uses for the property estimates as many as 365 daily trips and as few as 150 could be generated by the development.

The township only requires official traffic studies to be conducted for projects that could generate an excess of 1,500 trips per day, according to the township code. The size of the proposed factory, also, does not require installation of a traffic signal, Milot said.

The Palmer Township Planning Commission, now led by Chairman Charles Diefenderfer and Vice Chairman Jeff Kicska since the sudden resignation of former Chairman Bob Blanchfield, said their only grievance with the project’s design was the allocation of 1.14 acres of open space to the town, which would be located within the portion of the property resting within Schoeneck Creek flood plain, according to recent documents.

The planning commission unanimously approved its recommendation of a conditional use approval to the township’s Board of Supervisors on the condition that the design be reformatted to host dedicated open space in a less vulnerable area and provide of a secondary access road to reach the factory (plans showed one access road for trucks and vehicle traffic), among other requirements.
