The Focused Intervention Team (FIT) has made an arrest in a case of an armed suspect who eluded police and caused a crash last week.
On Friday, January 28th, 2022 at 10:46p.m., East Precinct officers approached an occupied suspicious vehicle near Southeast 94th Avenue and Southeast Pardee Street. The driver pulled away and refused a lawful order to stop. The speeding driver was followed by the Air Support Unit but not pursued by ground units. Despite not being pursued, the driver continued driving recklessly, eventually crashing head-on into another vehicle at Southeast Hawthorne Boulevard at about Southeast 27th Avenue. The occupants of the other car were not hurt.
One of the occupants, Donnie Pradith, 30, of Gresham, tried to strongarm rob another driver of her car, but was not successful. Pradith was arrested by officers at the scene and booked into the Multnomah County Detention Center on charges of Robbery in the Third Degree, Felon in Possession of a Firearm, Possession of a Loaded Firearm in Public Place (city code), and Attempting to Elude on Foot. Two stolen guns were recovered and seized as evidence.
The suspect driver was not immediately captured.
Members of East Precinct and the Focused Intervention Team learned that the driver that escaped was Damande R. Carter, 31, of Portland. On Saturday, February 5, 2022 at 5:21p.m., Carter was located by FIT and arrested in the area of Southeast 92nd Avenue and Southeast Mitchell Street. He was in possession of another stolen gun (photo). He was booked into the Multnomah County Detention Center on charges of Felon in Possession of a Firearm, Felony Attempt to Elude by Vehicle, Reckless Driving, Failure to Perform the Duties of a Driver (property damage), Attempt to Elude on Foot, and Theft in the First Degree.
