The Boulder Valley school board on Tuesday approved an intergovernmental agreement with Boulder that covers building and operating a modular home factory at the Education Center.
“I’m excited about this project,” said Lisa Sweeney-Miran, Boulder Valley school board vice-president.
The construction of the modular home factory is part of an annexation agreement with the city. The city is requiring the district to annex the roughly 48-acre property, at 6500 Arapahoe Road, based on a previous agreement that was triggered by recent construction.
The Boulder City Council is scheduled to discuss the modular factory agreement at its Thursday meeting, as well as to consider the annexation after continuing the discussion during a November meeting.
The property — divided for the annexation into a 19.097-acre parcel to the west and a 28.882-acre parcel to the east — includes the school district’s administration building, a central kitchen, the Boulder Technical Education Center and Arapahoe Ridge High School, and the Sombrero Marsh Environmental Education Center.
The annexation, if approved, would require the property’s outside lighting to comply with the city’s “dark sky” rules to eliminate light pollution as well as the city’s 55-feet building height limit and “good neighbor” agreement to limit noise impacts to neighborhoods and nearby wetlands. Boulder Valley, which approved the annexation agreement Nov. 8, also would be required to pay a $2.1 million city stormwater investment fee.
The 31,375-square-foot modular home factory would serve as a teaching location for construction students at the Technical Education Center. The plan includes using the first homes in the redevelopment of the Ponderosa Mobile Home Park, as well as partnering with Flatirons Habitat for Humanity to handle the day-to-day operations of the factory.
The factory building, which would be located on the southeast corner of the site, is designed with a steel frame and would be 36 feet tall at its peak. If approved, construction on the factory could begin in the spring. The agreement with the city stipulates that factory deliveries using 65th Street won’t interfere with school district operations.
The concerns shared Tuesday by neighbors opposed to the factory’s location at the Education Center centered on traffic, noise and potential impacts to Sombrero Marsh, asking for more studies of the potential impacts before the project moves forward.
“This location is not suitable for a manufacturing factory, no matter how well intentioned,” resident Claudia Martin-Williams said.
Rob Price, Boulder Valley’s assistant superintendent of operations, responded by saying the factory is only expected to produce about a dozen modular homes a year. In response to concerns about construction traffic while the factory is being built, he said, the majority of the traffic will be on 65th Street, not 63rd — the street used to access Columbine Mobile Home Park.
He noted the district recently completed a large construction project on the Education Center campus, including a new central kitchen, with minimal disruptions to neighbors. When nearby residents did share concerns, he said, the district made adjustments.
“We have been a good neighbor through all of this,” he said.
In other business, the school board voted to opt out of Colorado’s new Family and Medical Leave Insurance program, citing existing district benefits.
The state-run FAMLI program, approved by voters in 2020, allows employees to take up to 12 weeks of job protected paid leave — and up to 16 weeks for pregnancy or childbirth complications — with benefits paid on a sliding scale based on wages.
School districts and other local municipalities are allowed to vote to opt out by the end of the year. If enrolled, the cost to Boulder Valley would have equaled 0.9% of its payroll, shared equally between the district and its employees. The district’s contribution would have been about $1.1 million.
Though the district has opted out, employees will have the option to enroll on their own.
